"In accordance with Article 4 of the Collective Security Treaty, he decided to send the Collective Peacekeeping Forces of the CSTO to the Republic of Kazakhstan for a limited period of time in order to stabilize and normalize the situation in this country", - RBC quotes Pashinyan as saying.
The decision to bring in peacekeepers was made on the basis of an appeal by the President of Kazakhstan, Kassym-Zhomart Tokayev. He explained the need to enter forces by the emerging "threat to national security and the sovereignty of the Republic of Kazakhstan." The sources of the threat, according to Toakev, were, among other things, "outside interference." He pointed out that the country was faced with "external aggression": abroad, attackers are preparing "terrorist gangs" who seize weapons and attack administrative buildings.
The CSTO Treaty provides for the provision of urgent, including military, assistance to a state that has been attacked from outside.
The organization "Tashkent Treaty" or the Collective Security Treaty (CSTO) was established in 1992. It includes Russia, Kazakhstan, Armenia, Belarus, Kyrgyzstan and Tajikistan. The total population of these countries is nearly 194 million.
The goal of the organization is to strengthen peace, international and regional security and stability, protect on a collective basis the independence, territorial integrity and sovereignty of the member states, the priority in the achievement of which the member states give to political means.
The supreme body of the CSTO is the Collective Security Council, which appoints the Secretary General of the organization.
The day before, a state of emergency was declared in Alma-Ata, Almaty and Mangistau regions, as well as in the capital of Kazakhstan, Nur-Sultan. In cities and regions, a curfew was introduced from 11 pm to 7 am. Residents were forbidden to leave their homes, as well as to participate in public events. Entry and exit from these territories is also prohibited.
In the evening, it became known that the Almaty airport had been seized by protesters, and employees were being evacuated. The protesters also took over the presidential residence. During clashes with police, at least 500 people were injured. Previously, it was reported about 200 victims, most of whom were security officials.
