According to RBC, the Ministry of Finance explains the refusals by the fact that it did not receive money for this from the budget.
Banks agree to issue loans only after an agreement has been concluded and the subsidy limits have been received.
However, budget allocations and limits of budget commitments have not been brought to the Ministry of Finance, the report says.
The authorities have promised soft loans to electronics manufacturers since March last year as state support for the period of sanctions. Then the program was extended for 2023, while increasing the loan term from 1 to 5 years. Loans are available in sizes from 3 billion to 100 billion rubles, they can be issued by Sberbank, VTB, Gazprombank, Alfa-Bank, Sovcombank and Tinkoff Bank.
Meanwhile, not everyone was able to take advantage of preferential loans, since not every company meets the requirements put forward. In addition, manufacturers complained that for a long time the government decree "existed only for official use".
