Question of the day: why did Moscow city Duma fenced all capital's parks?

Moscow authorities spent a lot of money on the construction of fences around all metropolis' parks.

An interesting observation was made in his blog by social psychologist Alexei Roshchin, who drew attention to the fact that ALL Moscow parks turned out to be “miraculously” fenced with iron fences of one and a half human height. Why? Did the Moscow authorities prepare in advance for a pandemic and erect fences to prevent Muscovites from violating the regime of self-isolation?

Meanwhile, Roshchin noted this phenomenon 4 years ago in his LiveJournal, seeing, for example, a fence around Izmailovsky Park, which has never been fenced before!

It is curious that it was Sobyanin who began to enclose the parks, moreover, as soon as he came to power. And spent more than one billion rubles on it !!! For what? What kind of passion is this?

Roshchin asked this question to many, but he did not receive an intelligible answer to it. Did Moscow authorities foresee the coronavirus? He asks sarcastically. And it turned out that everything was as if envisaged: as soon as the pandemic began, the authorities only had to brew the entrances to the parks, and that was all - there was no way to get into it ...

But this, of course, is not the point. The answer lies in a completely different plane, and it is extremely simple: Moscow City Hall has enclosed parks for many years to make them ultimately paid - there is simply no other reason, Roshchin is sure.

That is, now it remains to wait, by analogy with paid parking lots, that at each gate in the park they will put a booth with a ticket and will continue to milk Muscovites.

Already now, on the paths of parks, the police are successfully catching quarantine violators and fines them, and soon, for visiting the parks, it will be necessary to purchase season tickets ...

However, there is another version of why Moscow parks are so ugly fenced. Just to make and install such a number of fences is an extremely profitable order that can enrich both manufacturers of gratings, and their installers, and, of course, officials, in whose bright minds this bright idea came to.
