In particular, it is proposed:

to reduce the number of aircraft carriers from 11 to 9;

to reduce the number of large surface ships (cruisers and destroyers) from 89 to 64;

to reduce the number of ballistic missile submarines from 14 to 12;

to reduce the number of attack-class nuclear submarines from 66 to 60;

to reduce the number of assault landing ships from 10 to 8;

to reduce the number of amphibious dock ships from 23 to 22.

On the contrary, it is proposed:

to increase the number of small surface ships (coastal zone ships and frigates) from 32 to 52;

to increase the number of fleet logistics ships from 29 to 38;

to increase the number of command and control and support ships from 35 to 53.

to increase the number of tankers from 5 to 20;

to increase the number of hospital ships from 2 to 5.

In addition, it is proposed to build new classes of ships:

80 corvettes;

99 unmanned ships;

40 unmanned submarines;

26 small landing ships;

18 small tankers.

Thus, the total number of ships in the fleet is planned to raise from 297 to 581 (139 of which will be unmanned).
