According to Kommersant, by decision of the government, instead of a fixed rate of 50% of the subsistence level, three types of benefits were introduced - at the rate of 50%, 75% and 100% of the regional subsistence level.

When assigning payments, the amount of property owned by the family is now taken into account, as well as whether citizens have real estate and income from interest on bank deposits. Earlier, benefits "for poverty" from the state could be received, having a whole vehicle fleet and several houses. Employees of social services often complained that citizens in expensive branded clothes, hung with gold, and in luxury cars, came to seek benefits "for poverty". This situation irritated those who really need help.
Now they decided to reduce the opportunity to receive benefits from the state for wealthy owners of real estate and cars.
