Yelena Leonenko, the deputy head of the Investigative Committee of Russia, said that the agency is in favor of developing a new procedure for registering social network users in order to effectively respond to prohibited content.

In an interview with RIA Novosti, Leonenko said that while this issue remains open. According to representatives of the RF IC, the current system of user identification "does not always allow for timely and effective preventive response measures against those who distribute prohibited content, as well as prevent the use of such content by minors".

She called high-quality monitoring also in messengers for prohibited information an important factor.

It's worth reminding that in the spring of last year, Roskomnadzor published a draft order that defines the rules for the operation of its system for litter of consents. That is, if the user chose the system of the department to provide consent, registration would be carried out with an interactive form of the information system. In this case, the user would have to enter both the full name, passport details, and the address of the place of residence, as well as the phone number and e-mail. The Roskomnadzor later considered it redundant to require the provision of passport and place of residence data when creating an account on a social network.
