The Ministry of Agriculture will distribute quotas for the manufacture and sale of goods to retail among all sugar producers.

Thus, the department intends to solve two problems at once: to determine the manufacturers who need to compensate for the costs, and to smooth out the potential tension in the relationship between manufacturers and sellers.

According to Izvestia, the standards will be set depending on the needs for retail in each of the territories and based on production volumes before the introduction of quotas.

According to representatives of the ministry, all producers have expressed their readiness to conclude contracts for the supply of sugar without intermediaries, directly to retail chains.

At the same time, experts point out that the new scheme, in which enterprises will each month produce a certain volume of products established by the Ministry of Agriculture, will not be easy for all participants in the process.

"In theory, it can be assumed that the new sugar distribution system will allow the government to bring its subsidies to producers. Since the Ministry of Agriculture takes part in this work, it will have access to all information about the sale of goods at a fixed price. This means that the department will know the recipients of the subsidy", - said Dmitry Rylko, head of the Institute for Agricultural Market Studies.

Let's remind that earlier retailers complained that purchases of sugar from producers at fixed prices introduced by the government have been "stalled" for more than a week. Although, we note that at the end of March, the authorities extended the freeze on sugar prices until June 1, and for sunflower oil - until October 1. The Federal Antimonopoly Service later denied the likelihood of a sugar shortage on the Russian market.
