According to the recommendations of the Ministry of Education, the basic rate of teachers should be 70% of the salary, and another 30% - incentive payments. According to the head of the Federation Council Committee on Science, Education and Culture Lilia Gumerova, these recommendations are implemented only in 70% of the regions.
