The State Duma decided to extend the freeze of funded pensions until 2024

Since 2014, 6% of citizens' salaries intended for savings are directed to the insurance part of the pension system. That network, these funds go to payments to today's pensioners. The adopted norm was to be valid until 2021. However, in 2019, Russian President Vladimir Putin signed a federal law according to which the funded pension will be frozen in 2022. Thus, the measure should be extended until 2024. The document was submitted to the State Duma at the end of September.

According to the explanatory note to the draft law, this will not serve to reduce the "volume of pension rights of insured persons".

The financial and economic substantiation states that the implementation of the bill will lead to a decrease in the transfer from the federal treasury to the PFR budget by 669.3 billion rubles.

In the first reading, the law was approved in October.

According to Doctor of Economics Yuri Voronin, the next freeze of the funded part of the pension can be considered the collapse of the pension reform.

"Reforming the pension system of the Russian Federation with the further implementation of the monetarist neoliberal model of economic "growth" is absolutely impossible . From the standpoint of economic theory and thirty years of Russian practice, the implementation of this model clearly proved the collapse of Russian economic policy and the crisis of the pension system! And no points, no accruals of pensions "by rank" will save the Russian pension system", - Voronin is sure.

We can say that the authorities continue to save on pensioners. For example, in the same October, the Ministry of Finance refused to index pension payments to working pensioners. The head of the department, Anton Siluanov, said that it is necessary, first of all, to help unemployed pensioners who are completely dependent on the state. It is not clear how and why assistance to non-working pensioners should exclude support for working pensioners. Recall that the indexation of pensions for working pensioners has been frozen since January 1, 2016.
