According to the text of the explanatory note to the document, the seizure of property in the country is proposed to be carried out without compensation. Crimean parliamentarians propose to seize movable and immovable property, money, deposits, securities, corporate rights and other types of assets that belong to foreigners from the list of unfriendly countries or their affiliates. According to Kommersant , the legislative initiative involves changes to Part 1 of Art. 235 of the Civil Code of the Russian Federation. The draft law proposes to give regional authorities the authority to determine the procedure for confiscation.

“Each subject of Russia will adopt its own law in the development of the Civil Code, and each subject may have its own list of such [falling under the law] foreign legal entities and individuals. The list that exists in the Republic of Crimea may differ from the list of St. Petersburg or Moscow, for example, ”said Sergey Trofimov , head of the Committee on Legislation of the Crimean Parliament (quoted byRIA Novosti ).

He noted that the next word belongs to "federal colleagues."
