US President Joe Biden said that Russian-American relations are experiencing a "complete rupture". The head of the White House made such a statement against the backdrop of a military special operation conducted by Moscow in Ukraine.

Before that, he expressed confidence that Moscow's steps in Ukraine were a violation of international law. At the same time, he clarified that the United States would not enter into military operations between Russia and Ukraine.

In his speech, Biden noted that tough sanctions would be imposed on Russian officials, big businessmen and members of their families. Sanctions are also being imposed on several Russian banks whose assets amount to at least one trillion dollars, including Sberbank and VTB, after which Sberbank's quotes collapsed on the stock exchanges by another 40%.

The sanctions will also affect Gazprombank, Otkritie Bank, Sovcombank and Novikombank.

G7 leaders will limit Russia's ability to do business in dollars, euros, yen and other international currencies. In general, Russian imports of high-tech products will be limited by 50%.

In addition, personal sanctions were imposed against the son of the head of Rosneft, Igor Sechin, Ivan, the son of the special representative of the President of Russia on environmental issues, ecology and transport and a permanent member of the Security Council of the Russian Federation, Sergei Ivanov, and the son of the Secretary of the Security Council of the Russian Federation, Nikolai Patrushev Andrey.

According to Joe Biden, in a conversation with Ukrainian President Volodymyr Zelensky, he assured him that the United States would provide comprehensive support to Kiev. "Putin has a — has committed an assault on the very principles that uphold global peace. ...This was never about genuine security concerns on their part. It was always about naked aggression, about Putin’s desire for empire by any means necessary", - he said.

At the same time, the United States is not yet proposing to disconnect Russia from SWIFT. They believe that sanctions against banks will have great consequences for the Russian economy, but they are ready to discuss this issue with European partners.

"We hope this will help to make a major hit to Putin’s long-term strategic ambitions", - the US president said.

The US, he said, has sent additional hardware and troops to NATO countries in Europe. Biden also noted that the United States is not going to take part in hostilities in Ukraine.

Earlier, Biden said that "only Russia is responsible for the destruction" that an attack on Ukraine will bring. At the end of January, the US president spoke of his readiness to impose personal sanctions against Russian President Vladimir Putin if Russian troops invaded Ukraine. He then pointed out that if an invasion occurs, it will have "great consequences" and "change the world".
