In the document, Russia is recognized as a "sponsor of terrorism" because of the threats of starting a war in the Donbass, and the military of the self-proclaimed republics of the DPR and LPR are terrorists.

In addition to the sanctions against Vladimir Putin, the documents propose to impose sanctions also on all members of the government and a number of other officials: Presidential Press Secretary Dmitry Peskov, Moscow Mayor Sergei Sobyanin, First Deputy Head of the Presidential Administration Sergei Kiriyenko, CEC Head Ella Pamfilova, Head of the Presidential Administration Anton Vaino , head of the Investigative Committee Alexander Bastrykin, director of the FSB Alexander Bortnikov, head of the National Guard Viktor Zolotov and Prosecutor General Yuri Chaika.
