The Accounts Chamber (AC) has proposed to introduce an annual payment of 20 thousand rubles to prepare children for school from maternity capital.

According to RIA Novosti, the joint venture considers it expedient to make budget payments for preparing children for school annually. According to the auditors, a one-time payment to the school in the amount of 10 thousand rubles was provided only for 2021.

At the same time, experts calculated that the real costs of families for the preparation of one child by September 1 averaged 19.3 thousand rubles per boy and 23.8 thousand rubles per girl.

"This is equivalent to 35 and 43 percent of the average monthly nominal accrued wages", - said in the message.

The lump sum payment to the parents of schoolchildren began to be transferred from the second of August. According to opinion polls, most parents are convinced that such a payment alone is not enough. Citizens expressed a wish that payments to the school become annual, and their size increased.

If the joint venture's proposal on the annual nature of payments is taken into account, the federal budget expenditures for these purposes may reach 60 billion rubles a year.

At the same time, many families use their maternity capital to improve their living conditions. If they have already ordered them, then such families will no longer be able to receive lump sum payments for schoolchildren.

Along with the introduction of annual "school" payments, the joint venture proposes to change the terms of use of mother capital in conditions when the child has not yet turned three years old. So far, during this period, money can be spent on obtaining a loan, preschool education, rehabilitation of disabled children and monthly payments. The joint venture proposes to expand this list by spending on the purchase of housing, other types of education and funded pension. To implement this initiative, 47.2 billion rubles will be required from the budget.
